Raghida Dergham says civilian infrastructure now in crosshairs as no-rules war edges toward regional catastrophe

New Delhi, April 4, 2026 — The shooting down of a U.S. fighter jet over Iran marks a significant escalation in an already dangerous conflict, but may only be a prelude to a far more destructive phase of the war, according to a senior international affairs analyst.
Raghida Dergham, Advisor to Al Arabiya on American and International Affairs, told the network that while the loss of the aircraft is a serious moment, the deeper danger lies in where the conflict is now heading.
“It’s a significant moment, but not that significant moment — because really we are now witnessing both the United States and Iran, as well as Israel, in lockstep towards escalation,” Dergham said. She added “I fear that there will be further, qualitatively different types of escalation in this war.”
“No More Red Lines, No Rules”
Dergham warned that the conflict has entered a phase where civilian infrastructure — water, electricity, bridges — is now a legitimate target under the logic being applied by both sides.
“When the President of the United States says he will bring Iran to the Stone Age, it requires destruction and ruin,” she said, noting that the declared objective includes dismantling Iran’s civilian infrastructure to force capitulation. “No more red lines, no rules,” she added.
The problem, she argued, is that this calculation fundamentally misunderstands the Iranian strategic doctrine. “Iranians have got this doctrine of never giving in or giving up. It is a suicidal doctrine and they would go ahead and continue to claim victory as long as they are standing on their feet,” added the analyst.
The Putin-Ukraine Parallel
In a striking comparison, Dergham raised the possibility that the Trump administration may have made the same catastrophic intelligence miscalculation that Vladimir Putin made before invading Ukraine — entering a war based on flawed assessments of the enemy.
“Did the Israelis and the Americans study enough the type of enemy they are engaging?” she asked, adding: “Did President Trump make the same mistake that President Putin made — misled by information about the situation?”
Regional Spillover Risk
Beyond Iran’s borders, Dergham flagged the acute danger of geographic escalation — Iranian retaliation extending into Arab Gulf states and through proxy networks in Lebanon and Iraq.
“I don’t know what time, I don’t know which day we’re going to have a serious escalation inside Iran and in the neighbourhood of Iran,” she said, “particularly if the geography of retaliation is going to include Iranian revenge from Arab Gulf states — and then of course through the proxies in Lebanon. We see what’s happening in Iraq. It’s a very dangerous situation.”
One crew member from the downed aircraft has been rescued, according to reports cited during the broadcast, though the full circumstances of the shootdown remain unclear.
