Census 2027: Digital Rollout Begins, Live-in Couples Included

Government announces state-wise Phase 1 schedule; data protected under Census Act with strict confidentiality norms

New Delhi, March 31, 2026 — The Government of India has unveiled key details of the upcoming Census 2027, outlining a digital-first, two-phase exercise that will, for the first time, include live-in couples and offer self-enumeration. The announcement, made by Mritunjay Kumar Narayan, also included a state-wise schedule for Phase 1, marking the start of one of the world’s largest administrative exercises.
Two-Phase Digital Census
The 16th Census since inception and 8th after Independence will be conducted in two phases:
Phase 1: House Listing and Housing Census (HLO)
Phase 2: Population Enumeration (PE), which may include caste enumeration
The first phase will be conducted between April and September 2026 in a staggered manner across states and Union Territories.
33 Questions: Focus on Housing and Assets
The houselisting phase will include 33 questions, notified earlier this year, focusing on:
Housing structure and materials
Ownership status
Availability of water, electricity, sanitation
Type of cooking fuel
Household assets such as TV, internet, vehicles, and digital access
The data is aimed at building a granular socio-economic database to guide welfare and development policies.
Digital-First Approach
For the first time, Census 2027 will introduce a self-enumeration portal, allowing citizens to submit details online.
31 lakh enumerators will later verify data through house-to-house visits
A dedicated mobile application will be used for data collection and validation
Legal Framework and Constitutional Backing
Census operations are a Union subject, listed under Entry 69 of the Seventh Schedule of the Constitution. The exercise is governed by the Census Act, 1948 and the Census Rules, 1990, which provide the statutory framework.
A key safeguard is Section 15 of the Census Act, which ensures: Personal data is treated as strictly confidential; Information cannot be disclosed under the RTI Act;
Data cannot be used as evidence in courts; and no sharing with third parties or institutions.
“Individual data will remain confidential and protected under law,” officials reiterated.
Inclusion of Live-in Couples
In a notable shift, live-in couples will be counted if they identify themselves as such, reflecting changing social patterns and expanding the scope of enumeration.
Role of States and Administrative Machinery
While Census is a Union subject, states and Union Territories play a critical role, with their administrative machinery mobilised for field operations at the grassroots level.
