The CPC’s Fifth Plenum elevates a senior military official to the Politburo, confirms sweeping disciplinary actions and schedules the 21st Party Congress for the second half of 2027.

New Delhi, October 29, 2026 — China’s Communist Party has concluded its Fifth Plenary Session with a clear message: the campaign for stricter internal discipline, ideological conformity and anti-corruption enforcement will continue as the party prepares for its next leadership congress in 2027.

The communiqué, released on Thursday after a four-day meeting of the 20th Central Committee, announced the elevation of Zhang Shengmin, vice-chairman of the Central Military Commission (CMC), to the powerful Politburo. The move is unusual because a new Politburo member was elected directly at a plenum, reportedly the first such addition in 32 years.

The session also confirmed that the 21st National Congress of the Communist Party of China will be held in Beijing in the second half of 2027. The congress will determine the party’s leadership for the next five-year cycle and comes at a critical stage in President Xi Jinping’s political agenda.

The communiqué detailed disciplinary proceedings involving senior party, government and military figures. The Central Committee approved reports concerning serious violations of party discipline and law, confirming earlier Political Bureau decisions to expel 33 officials from the party and impose a lesser disciplinary penalty on another official, Li Yunze.

Among those affected were former Xinjiang party chief Ma Xingrui, former diplomat Liu Jianchao, former industry minister Jin Zhuanglong and senior military figures, including Zhang Youxia. The actions underscore the continuing reach of the party’s disciplinary apparatus across civilian administration and the armed forces.

The communiqué called for systematic action against both the causes and manifestations of corruption, combining severe punishment, targeted corrective measures and prevention. It also stressed that officials must be left with neither the audacity, opportunity nor desire to engage in corrupt practices.

The plenum’s resolution on comprehensive and rigorous Party self-governance places renewed emphasis on political loyalty, strict implementation of party rules, democratic centralism and tighter management of cadres.

It called for strengthening party organisations at every level, improving supervision and ensuring that officials adhere to the party’s political and organisational requirements.

The language indicates that discipline is being treated not merely as an anti-corruption exercise but as a broader mechanism for maintaining organisational cohesion and centralised leadership under Xi.

The communiqué also called for the entire party to rally more closely around the Central Committee with Xi at its core and fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

The plenum’s decisions set the stage for the 21st Party Congress, where leadership appointments and the party’s strategic priorities will come into sharper focus.

Zhang Shengmin’s elevation, the extensive disciplinary proceedings and the renewed emphasis on ideological conformity together illustrate the party’s continuing effort to enforce internal control while preparing for the next major leadership transition.

With the 2027 congress approaching, the message from Beijing is unmistakable: personnel changes may continue, but the demand for political discipline and adherence to Xi’s leadership remains firmly in place.
