Kolkata, April 6, 2026 — PM Narendra Modi, speaking at Cooch Behar in North Bengal, accused the Trinamool Congress (TMC) of presiding over a “maha jungle raj” in West Bengal, hours before the National Investigation Agency (NIA) was scheduled to submit its report on the ‘Malda Gherao’ incident to the Supreme Court.

“What happened in Malda was due to TMC’s misgovernance. It is a maha jungle raj,” Modi said, sharply attacking Chief Minister Mamata Banerjee’s administration over what he described as a complete breakdown of law and order in the state.

Referring to the recent standoff in Malda, where judicial officers were allegedly held hostage, Modi questioned the TMC government’s ability to protect its own citizens. “You saw a few days ago how in Malda, judicial officers were kept hostage. What kind of a government is this, where judicial officers and the atmosphere are not safe? How can you expect security of citizens from this government?” he asked.

Modi alleged that the TMC had systematically strangled law enforcement agencies in West Bengal — a situation grave enough for the Supreme Court to intervene. “No matter how much TMC goons threaten you, you must have faith in the law,” the Prime Minister assured voters.

As part of the BJP’s broader electoral offensive, Modi also flagged a string of corruption allegations against the ruling TMC, including Cut money culture bleeding ordinary beneficiaries; Syndicate raj controlling local economies; Teachers’ recruitment scam that robbed thousands of legitimate candidates; and blocking of central funds, denying welfare benefits to the public.

These issues form the core of the BJP’s recently released chargesheet against the Mamata Banerjee government.

Modi Raises Infiltration and Demography Change in Bengal

On the sensitive issue of illegal immigration, Modi accused the TMC of sheltering Bangladeshi infiltrators, warning of a deliberate demographic shift in West Bengal. He reiterated the BJP’s commitment to identifying and deporting illegal immigrants.

The PM also defended the Citizenship Amendment Act (CAA), noting that the TMC had historically opposed legislation that grants citizenship to persecuted Hindu minorities from neighbouring countries. He referred to the Special Identification Register (SIR) process as a necessary step to address the infiltration crisis.

Modi used the Cooch Behar rally to make a strong pitch for women’s empowerment — a politically significant move ahead of the West Bengal elections, given that women voters have long formed a formidable support base for Mamata Banerjee.

“We want the role of daughters to increase. Hence, in the Lok Sabha and Rajya Sabha, we made a law for 33 per cent reservation,” said Modi, adding that the Women’s Reservation Act would be implemented from 2029 onwards.

“The Women’s Quota Bill has been held up for 40 years and cannot be stalled any longer,” he declared, announcing that discussions on the matter are scheduled for April 16, 17, and 18.

The women’s quota issue puts the TMC in a tricky spot — the party can neither oppose it without alienating its women voter base, nor claim credit for legislation passed under the BJP-led government.

Nationally, Modi has consistently polled strongly among women voters. After the BJP’s sweeping victory in the 2014 Lok Sabha elections in Uttar Pradesh, a senior journalist-turned-BJP leader noted: “This figure is not possible without Muslim — especially women — backing BJP and NDA candidates.”

Why Cooch Behar Is Central to BJP’s Bengal Strategy

Cooch Behar is no coincidence as a rally venue. North Bengal has remained a cornerstone of the BJP’s electoral strategy in West Bengal, and the party is keen to consolidate its foothold in the region.

Party leaders stated the Prime Minister is likely to outline the BJP’s roadmap for a “developed West Bengal”, while continuing to press its governance and anti-corruption agenda against the TMC.
