Villages Gain New Identity Under Yogi Government as Gram Secretariats Reach All 57,694 Panchayats
Lucknow, June 2, 2026 — The Uttar Pradesh government has significantly expanded rural governance infrastructure, establishing Gram Secretariats in all 57,694 Gram Panchayats across the state and constructing 24,311 Panchayat Buildings over the last five years.
According to information released by the Uttar Pradesh Information Department, the initiative is aimed at bringing government services directly to village residents, reducing their dependence on visits to tehsil and block headquarters for routine administrative work.
With the operationalization of Gram Secretariats, villagers can now access a range of essential services within their own Panchayats, including income, caste and residence certificates, pension-related information, MGNREGA services, birth and death registrations, and benefits under various government welfare schemes. Officials say the move has helped save both time and money for rural citizens while improving access to public services.
The state government has also strengthened the physical infrastructure supporting rural administration. Over the past five years, 24,311 Panchayat Buildings have been constructed and equipped with modern facilities such as furniture, computers, internet connectivity, drinking water and sanitation systems. Panchayat Assistants and Data Entry Operators have been deployed in every Gram Panchayat to facilitate digital service delivery and administrative work.
To improve the quality of infrastructure projects, the government has empanelled 1,875 registered architects and consulting civil engineers. The Panchayat Buildings are being developed as comprehensive rural administration centres, providing space for Panchayat meetings, public hearings, digital services and monitoring of development programmes.
The government has also introduced technology-driven measures to enhance transparency and accountability in rural governance. A Geo-Fenced and QR Code-based system has been implemented for payments related to funds allocated to Gram Panchayats through computers installed at Gram Secretariats. According to the department, the digital platform helps monitor expenditure and ensures greater financial transparency. Artificial Intelligence-based models are also being used for expenditure monitoring and oversight.
In addition, a state-level call centre and an online attendance system have been introduced to improve grievance redressal, communication and administrative efficiency.
Officials said the extensive network of Gram Secretariats and Panchayat Buildings is playing a key role in accelerating good governance in rural areas and strengthening the implementation of development schemes. The initiative is also contributing to the government’s broader goal of creating self-reliant, digitally empowered villages across Uttar Pradesh.
The state government views the expansion of Gram Secretariats and modern Panchayat infrastructure as a major milestone in rural development, helping transform village administration while bringing public services closer to citizens.
