Guwahati, May 13, 2026 — A day after taking oath as Chief Minister of Assam, Himanta Biswa Sarma on Wednesday announced that the Cabinet has approved a draft proposal for Uniform Civil Code (UCC). Sarma said that the Assam UCC will be distinct from similar measures unveiled in Uttarakhand, Goa, and Gujarat.
Sarma said that tribes from hills and plains will be exempted from the provisions of the UCC. He said that the bill will be tabled in the state Assembly on May 26. The Bharatiya Janata Party had announced the promise of UCC in the party manifesto for the Assembly elections.
The BJP-led NDA won two-third majority in the May 4 verdict in Assam. Sarma took oath as Assam CM for second time in a row. The BJP-led NDA won third mandate in Assam in a row.
Sarma told reporters that the Assam UCC will address the unique demographic profiles of the people in the state. “The UCC will have the total exemption of tribal populations,” Sarma told reporters, while berifing on the Cabinet decisions.
The Assam Chief minister also told reporters that the draft UCC “will deal with marriage, live-in relationship and compulsory registration of marriage, including divorce.” He suggested that except for exempting tribal the state UCC will be on the lines of measures unveiled in the other BJP-ruled states.
The UCC push by Assam has come amid renewed focus among the BJP-ruled states to push the agenda. The issue per observers is seen as linked to the core agenda of the BJP.
Sarma also announced that the Assam Cabinet in its first meeting has taken the decision to implement the BJP manifesto, including two lakh jobs. He also said that a committee has been constituted to implement the poll promises of the BJP.
The Assam Chief Minister also unveiled austerity measures, saying that foreign visits for ministers and bureaucrats stand banned for six months. He also said that the state government will cut down on fuel consumption by 20 percent. Sarma also said the new vehicle purchases unless extremely necessary will stand prohibited.
