India-Japan Partnership Expands with 500,000-Person Exchange Plan

Government tells Rajya Sabha the India-Japan Joint Vision for the Next Decade focuses on economic security, advanced technology, mobility, supply chains and exchange of over 500,000 people.
New Delhi, July 30, 2026 — India and Japan are expanding their strategic partnership beyond traditional economic cooperation, with a renewed focus on economic security, advanced technologies, resilient supply chains and large-scale human resource exchanges under the India-Japan Joint Vision for the Next Decade, the Centre informed the Rajya Sabha on Thursday.
Responding to an unstarred question by Rajya Sabha MP Sujeet Kumar, Minister of State for External Affairs Kirti Vardhan Singh outlined the key pillars of the bilateral roadmap, highlighting cooperation across economy, infrastructure, technology, health, sustainability and people-to-people exchanges.
The government said the Joint Vision, adopted during the 15th India-Japan Annual Summit held in Tokyo on August 29, 2025, covers eight priority sectors: economy, economic security, mobility and infrastructure, ecological sustainability, technology and innovation, healthcare, people-to-people exchanges and state-prefecture partnerships.
Economic security at the core
The Ministry said the partnership seeks to strengthen India’s engagement with the Global South by encouraging private sector-led investment and positioning India as a hub for Japanese companies expanding their business across South Asia and Africa.
The cooperation is aligned with India’s MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) vision and aims to diversify supply chains for critical goods and strategic materials.
The government noted that during the 16th India-Japan Annual Summit held in New Delhi in July 2026, both countries released a Joint Declaration on Economic Security and Factsheet 2.0 on India-Japan Economic Security Cooperation.
Focus on AI, batteries and advanced manufacturing
According to the government, India and Japan have agreed to deepen cooperation in several emerging sectors, including:
- Artificial Intelligence (AI)
- Batteries and clean energy
- Pharmaceuticals and medical devices
- Biotechnology
- Research and development
- Energy resilience
- Space technologies
- Agriculture
- Start-ups and innovation
The India-Japan Economic Security Initiative is expected to strengthen supply chains, promote market diversification and expand collaboration in cutting-edge technologies.
Half a million people to benefit
One of the most ambitious elements of the partnership is the Next Gen People-to-People Partnership, which targets the exchange of more than 500,000 people over the next five years.
This includes facilitating the movement of 50,000 skilled Indian professionals to Japan while expanding vocational training, internships, academic exchanges and Japanese language education in India.
The government said the programme seeks to build long-term human resource cooperation while addressing demographic and workforce requirements in both countries.
State-level cooperation expands
The Centre also highlighted efforts to deepen engagement between Indian states and Japanese prefectures.
The India-Japan Governors’ Network for Friendship and Exchange, established in February 2026, has already facilitated exchanges between Indian states and Japanese prefectures to promote investment, tourism, business partnerships and cultural cooperation.
The government added that the Next Generation Mobility Partnership (NGMP), signed on July 2, 2026, is expected to strengthen collaboration in infrastructure, logistics and mobility while supporting the “Make in India for the World” initiative.
