India-China relations in spotlight amid high-level exchanges

New Delhi, August 1: A day after 30th meeting of the China-India Border Affairs Consultation and Coordination Working Mechanism in New Delhi, reports from Beijing claimed that Prime Minister Narendra Modi-led government is seeking to restore normalcy in the bilateral ties. The Chinese foreign ministry on Thursday said that India and China will speed up negotiations to bring normalcy on borders in the eastern sector.
Joint Secretary of the East Asia Department of the Indian Ministry of Foreign Affairs, Gourangalal Das, co-chaired the 30th meeting of the China-India Border Affairs Consultation and Coordination Working Mechanism. Hong Liang, Director General of the Department of Boundary and Ocean Affairs of the Ministry of Foreign Affairs, and Dai Guolan, led the delegation from China in the border management talks.

Reuters in a report from Beijing said that India and China “relations are now back on track after leaders from both the countries met to resolve the issue”. Union Minister for External Affairs Subrahmanyam Jaishankar in a span of three weeks had twice met his Chinese counterpart Wang Yi.
Jaishankar had held talks with Wang in Astana on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit. This was his first contact with the Chinese foreign minister after Modi formed government at the Centre for a third occasion in a row.
Jaishankar again met Wang in Laos on the sidelines of the ASEAN Foreign Ministers’ Conference. The border management talks in New Delhi took place in the backdrop of the two meetings of Jaishankar with Wang.

The New Delhi meeting was attended by representatives from diplomatic, defence, immigration and other departments from India and China.
Chinese commentators are also closely looking at the remarks of Jaishankar made in Tokyo on the sidelines of the QUAD foreign affairs ministers. Obsevers.com quoted Lin Minwang, a researcher at the Center for South Asian Studies of Fudan University, saying: “The two foreign ministers met twice in a short period of time in July. Jaishankar’s statement in Tokyo showed that India was adjusting its position and policy. China should take a positive attitude towards this adjustment by India, but at the same time, don’t expect too much.”

He, however, cautioned, saying that “this is a tactical adjustment by India. There may be many variables in the future”. The Chinese commentators are corelating statements issued by the ministry of foreign affairs of the two countries after the meetings of Jaishankar and Wang.
The Chinese Ministry of Foreign Affairs in a statement recently said: “China and India agreed to actively implement the important consensus reached by the foreign ministers of the two countries in the recent bilateral meeting. The two sides will focus on specific issues related to the China-India border, take care of each other’s reasonable concerns, and reach a solution acceptable to both sides as soon as possible.”

The Chinese media reports are quoting from Jaishankar’s remarks made in Tokyo wherein he is quoted to have said that “India’s poor relations with China were abnormal and India hoped to improve its ties with China. The problems between China and India should be solved by the two countries themselves, and no other countries should be expected to intervene”.
The Chinese commentaries are also making references to Asia Times journalist David P. Goldman, who on July 26 wrote “the warming of Sino-Indian relations has punctured the American daydream”.
