UP, Japan Set to Deepen Ties in Green Hydrogen, Semiconductors, and Tourism

LUCKNOW, July 5, 2025 – In line with Uttar Pradesh’s international outreach, Japanese Ambassador to India Ono Keiichi on Friday met Chief Minister Yogi Adityanath in Lucknow to deepen economic and cultural cooperation between Japan and India’s most populous state.
The state government listed four pillars of collaboration: technical cooperation, investment, youth skill development, and tourism. The Chief Minister emphasized that UP is open to Japanese investments in semiconductors, electronics, green hydrogen, and modern urban mobility solutions. He confirmed that a UP government delegation will soon visit Japan, focusing on advanced manufacturing and clean energy, while also participating in the World Expo in Osaka later this month.
“Uttar Pradesh is the spiritual centre of India; our ties with Japan are rooted in history and shared values,” said Adityanath, highlighting the cultural affinity between the two regions—particularly Buddhist heritage sites that draw many Japanese pilgrims and tourists.
Keiichi praised Uttar Pradesh’s rapid development, improved law and order, and infrastructure overhaul, noting it had become a preferred destination for Japanese companies. “Japanese investors increasingly view UP as a reliable, opportunity-rich state thanks to the stability and governance demonstrated over the last eight years,” he said.

- Green Hydrogen & Semiconductors: UP sees Japan as a strategic partner in building its green energy and tech manufacturing base.
- Skilling Youth for Japan Jobs: Training programs are underway to prepare UP youth for employment opportunities in Japan under international labour mobility frameworks.
- Tourism Cooperation: Both sides discussed promoting spiritual tourism, leveraging UP’s deep religious roots and Japan’s interest in Buddhist circuits.
This engagement is part of UP’s broader international strategy, which recently saw the state sign a defence manufacturing partnership with Italy. The Italian Defence Attaché visited Lucknow to explore joint ventures in aerospace and unmanned systems. Meanwhile, several foreign diplomats, including representatives from ASEAN nations and European countries, were hosted at Prayagraj for a guided tour of the upcoming Kumbh Mela, showcasing UP’s efforts to blend diplomacy with cultural heritage.
The state’s proactive diplomacy, backed by infrastructure expansion and investor-friendly policies, is positioning Uttar Pradesh not just as a national industrial hub but also as a global economic partner.

The upcoming UP delegation to Japan is expected to include senior bureaucrats and industry representatives, who will hold meetings with Japanese corporations and explore technology transfers, joint ventures, and infrastructure investment proposals. A formal bilateral action plan between UP and Japan is also on the cards, as both sides seek to convert goodwill into long-term collaboration.
