UPSC CSE 2024 Results: Topper Shakti Dubey and Harshita Goyal Shine with International Relations

New Delhi, April 22, 2025: The topper and the second ranked selected candidate in the UPSC Civil Services Examination (CSE) spotlighted the era of geopolitics with International Relations as their common Mains optional subject. The UPSC declared the CSE 2024 Results on Tuesday.
Shakti Dubey from Prayagraj in Uttar Pradesh topped UPSC 2024 Examination. Union Public Service Commission (UPSC) on Tuesday declared the final results of the Civil Services Examination (CSE) 2024.
Harshita Goyal and Dongre Archit Parag were ranked second and third, respectively. The UPSC said in a statement that a total of 1,009 candidates have been recommended for appointment to the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and other Central Services, filling 1,129 vacancies.
Both the toppers have brought spotlight on International Relations. Incidentally, India’s External Affairs Minister Subrahmanyam Jaishankar is seen to be highly popular among civil services aspirants. While hailing from the Indian Foreign Service, Jaishankar’s rise as a key Minister in the Narendra Modi-led Union Cabinet is acting as an inspiration for the UPSC aspirants.
Dubey is a Biochemistry postgraduate from Banaras Hindu University (BHU). Media reports said that Dubey had been preparing for the UPSC Examination since 2018. Careerindia noted, “Shakti’s disciplined routine, consistent preparation, and deep conceptual clarity have been key contributors to her success.”
Dubey scored big with her optional subjects, Political Science and International Relations (IR. Goyal, who is ranked second, is a Chartered Accountant from Vadodara, Gujarat. She has a Bachelor’s in Commerce from Maharaja Sayajirao University.
Careerindia reported, “Driven by a desire to create meaningful change at the grassroots level, she worked as a Monitoring & Evaluation and Research Associate with Sanjhi Sikhiya, a Punjab-based non-profit.”
Goyal also chose Political Science and International Relations as her optional subjects. Dongre Archit Parag bagged the third rank. Shah Margi Chirag has been ranked fourth by the UPSC.
The results, available on the official UPSC website (upsc.gov.in), include a merit list detailing names, roll numbers, and ranks. The UPSC selection process comprises of Preliminary, Mains, and Personality Test.
The CSE Exam of the UPSC has a success rate of less than one per cent. The UPSC held the CSE 2024 to fill vacancies for 180 IAS posts, 55 IFS, 147 IPS, and 605 Central Services Group ‘A’ positions, as well as Group B services.
