Yogi government waives pending non-tax challans from 2017–2021; fitness, permits, HSRP blocks to be removed automatically within 30 days.

LUCKNOW, September 16, 2025 — In a relief to vehicle owners, the Uttar Pradesh Transport Department has announced the cancellation of all non-tax e-challans issued between 2017 and 2021. The move, covering over 30 lakh cases, is expected to end years of pendency and ease processes like fitness renewal, vehicle transfers, permits, and issuance of High Security Registration Plates (HSRP).

Officials confirmed that the cancelled challans will now be displayed on the transport portal under two categories: “disposed–abated” for cases pending in court and “closed–time bar” for office-level cases where the limitation period has expired.

Importantly, the waiver applies only to non-tax challans. Those involving tax dues, serious offences, accidents, or IPC-linked cases remain outside its ambit.

30-Day Timeline for Relief

The Transport Department has set a 30-day timeline to resolve the backlog, after which vehicle owners can check their challan status on the e-challan or transport portal. “This is only a closure, not a refund. Old challans will not be reopened, and tax-related challans remain payable under existing laws,” clarified officials.

According to department data, 30.52 lakh challans were issued in the 2017–2021 period. Of these, 17.59 lakh have already been disposed of, while 12.93 lakh were pending—10.84 lakh in courts and 1.29 lakh at office level. All of these will now be digitally resolved.

How Vehicle Owners Benefit

  • Fitness & Permit Renewal: Obstructions to obtaining certificates and permits will be automatically removed.
  • Vehicle Transfer: Pending challans will no longer block transfers.
  • HSRP Issuance: High Security Registration Plates will be issued without delays.
  • Portal Transparency: Weekly progress reports will be uploaded; all records remain securely stored.

What to Do if Challan is Still Pending

  • Wait 30 Days: Recheck status on the portal after one month.
  • Court Cases: Will appear as “disposed–abated” once cleared.
  • Office Cases: Will show as “closed–time bar (non-tax).”
  • Need Help? Contact transport helpline 149 or visit your local RTO/ARTO.

Transport Commissioner Brajesh Narayan Singh said the step balances legality with citizen convenience: “The decision is under the purview of the legal system and symbolizes transparent administration. Our goal is to provide citizens a smooth, safe, and respectful service experience. All officers and employees must ensure 100% compliance within the timeline.”

The NIC is upgrading the portal to ensure secure and transparent implementation, with audit trails maintained for all cancelled challans.

With this move, the Yogi government aims to ease administrative bottlenecks, reduce citizen grievances, and make UP’s transport services more efficient and accessible.
