UP Budget claims jobs raining in state; aims Rs 10 lakh crore investment in tourism

New Delhi, February 22: Uttar Pradesh may have reported scenes of arsons during Agniveer protests and railway recruitment examinations, but the state budget on Wednesday gave an account of an expansion of employment opportunities on the back of liberal policy ecosystem for the private sector. The Hindi cow-belt is aiming to tap the tourism sector in a big way by attracting an investment of Rs 10 lakh crorem as Ram Temple is approaching completion in Ayodhya.

The state budget claimed that a “favourable environment has been created by the state government for setting up more and more enterprises”. “Units have been exempted from inspection by any department for 1000 days through the MSME Act, 2020. Similarly, through Nivesh Mitra, arrangements have been made for obtaining of desired clearance/license/permission, etc., by the entrepreneurs in order to set up the enterprise, in which the entrepreneur is getting approvals in a time-bound manner online. With these efforts of the government, in the financial year 2022-2023, till November 24, more than 3.95 lakh enterprises were registered, in which more than 25.64 lakh jobs were created,” claimed the state Budget.

Uttar Pradesh had first begun tapping the ‘One District, One product’ model to tap into the export potential, and the state budget claimed that “more than 1.35 lakh people got employment under ODOP financing scheme. Under the One District One Product Training and Toolkit Distribution Scheme, training and toolkits have been distributed to more than 83473 handicraftsmen / traditional artisans so far”.

“More than 1.73 lakh youths have benefited from the Vishwakarma Shram Samman Yojana. Under Mukhyamantri Yuva Swarozgar Yojana, 17,147 beneficiaries have benefited and more than 1.37 lakh employment opportunities have been created,” added the Budget, while giving details of jobs created in the last financial year.

The state budget also claimed in the last six years, more than 12.50 lakh youths have registered in various types of short term training programs by the Uttar Pradesh Skill Development Mission. “Out of the certified youth, 4.88 lakh have been placed in various reputed companies. Under the Prime Minister’s Employment Generation Programme, 17,559 units have been established so far and more than 1.96 lakh people have been provided with employment opportunities,” said the budget document, adding that “employment opportunities were made available to 88,808 people by setting up 4,837 units under the Mukhyamantri Gramodyog Rozgar Yojana”.

The budget document further stated that there is a target of creating 40,000 jobs in the textile sector in the financial year 2023-2024. “A target has been set to train 31,000 youths under the Chief Minister’s Apprenticeship Promotion Scheme in order to provide training with allowances to the youth in industries through apprenticeship,” added the budget document.

Under the new Uttar Pradesh Tourism Policy-2022, a target of investment of Rs 10 lakh crore and creation of 20,000 jobs has been set in the next five years, noted the budget document. It also added that as many as 1,53,728 candidates have been selected for various posts in the Police Department. “So far, 6,314 assistant teachers, 1,890 teachers and 80 principals have been selected in government schools by the state government in the Secondary Education department. In aided schools, 25,249 assistant teachers, 5,226 teachers and 849 principals were selected and appointed by adopting a transparent process,” detailed the budget document, giving the minute details of the employments created by the state.
