UP Assembly Winter session to commence with new rules; No mobile phones, flags & banners in House

In the recent months, there had been controversies in the Rajya Sabha over filming the proceedings of the House on mobile phones by a few members which had invited disciplinary action from the presiding officers.

New Delhi, November 25: Possibly in a first, the MLAs in the Uttar Pradesh Assembly will not be able to carry mobile hones inside the House as the Winters session commences under a new set of rules from Tuesday. The new rules also bar the legislators from carrying banners and posters inside the Assembly.

“The winter session of the Uttar Pradesh State Assembly is set to start on November 28. For the first time in 66 years in the Yogi government, the state assembly session will be conducted with new rules. The changes, approved in the previous session, will now be implemented in this session,” said the chief minister’s office in a media statement.

As part of the changes, leaders will no longer be allowed to bring mobile phones into the House. “Additionally, carrying flags and banners into the House during the session will also be prohibited. During this period, the impact of the Yogi government’s commitment to prioritize women’s empowerment will be seen in the assembly as well. Priority will be given to women members to speak during the session,” added the CMO in the statement.

Members of parliament also carry mobile phones inside the Lok Sabha and the Rajya Sabha. In the recent months, there had been controversies in the Rajya Sabha over filming the proceedings of the House on mobile phones by a few members which had invited disciplinary action from the presiding officers. There had also been controversies in the past such as the Karnataka Assembly where an MLA was caught watching pornographic contents on mobile phone.

The move of the UP Assembly to bar members from using mobile phones is considered to be novel and a first in the country for any of the legislative houses. The Opposition in particular had been carrying banners and flags also in the legislative houses to stage protests against the government. With the UP Assembly barring members from carrying flags and banners, the Opposition may lose the wherewithal to stage camera friendly protests in the well of the House.

“The first day of Uttar Pradesh Winter session, starting on Tuesday, will begin with messages of condolences for the current and former members of the House who have passed away. Meanwhile, on November 29, official proceedings in the session will commence in the first half, including the presentation of ordinances, notifications, rules, etc., on the table of the House. Simultaneously, the introduction of bills will also take place,” said the CMO in the statement, adding “after 12:30pm, the presentation of demands for supplementary grants for the financial year 2023-24 and other legislative tasks will be undertaken. The notable feature of this session will be the emphasis on giving women members priority in speaking.”

Moreover, supplementary grants for the financial year 2023-24 will be discussed on November 30, the third day of the session. There will be consideration and voting on the demands of the members. Additionally, the Appropriation Bill will be introduced with the permission of the House. Alongside this, other legislative tasks will be addressed. On the last day of the Winter session on December 1, legislative activities will be concluded.
