Cities to get green star ratings; ‘Ultimate Green City’ award announced for top performers

LUCKNOW, June 20, 2025 – In a move toward sustainable urban development, the Uttar Pradesh government approved the Urban Green Policy, an ambitious initiative aimed at transforming the state’s cities into climate-resilient green hubs. Spearheaded by Chief Minister Yogi Adityanath, the policy will roll out in phases, starting with smart cities and major metros.
The policy sets the stage for a complete green overhaul of urban landscapes — from Miyawaki forests and sponge parks to vertical gardens, green belts, and eco-friendly buildings. A state-of-the-art Green City Monitoring System will be introduced to rate cities and drive accountability, with the best-performing urban body earning the prestigious ‘Ultimate Green City’ title.
Green Cities in the Making
“From rooftop gardens to green star-rated cities, this policy redefines how we imagine and build our urban spaces,” the state government said in its official release.
The policy will operate on a three-tier model:
- City level: Establishment of fast-growing Miyawaki mini forests, green corridors, low-emission zones, and large public parks.
- Neighbourhood level: Promotion of pocket parks, community gardens, and ‘adopt-a-park’ programs.
- Building level: Mandatory green building standards for new constructions, including green roofs and energy-saving technologies.
Public Participation & Monitoring
To embed environmental consciousness in everyday life, the government will launch tree plantation drives in schools, offices, and residential areas. Green fairs, workshops, and flower festivals will be held to raise awareness and community engagement.
The Green City Monitoring Framework will classify cities into categories — Green City, Green +, Green ++, and Green +++ — based on green cover, climate initiatives, and infrastructure. Evaluations will be conducted by local bodies, the state government, and independent agencies.
Phased Implementation
The rollout will follow a structured timeline:
- Phase I (2025–2027): Smart cities and major metro regions.
- Phase II (2027–2030): Cities with populations over one lakh.
- Phase III (post-2030): All remaining municipalities and nagar panchayats.
Funding & Incentives
The policy will be financed through central and state schemes like AMRUT 2.0, National Clean Air Programme, and Finance Commission grants. Urban Local Bodies (ULBs) will also mobilize funds through CSR contributions, internal revenue, and partnerships.
Environmental, Social, and Economic Impact
Officials say the policy will reduce urban heat, improve air quality, and build climate resilience. Socially, it will offer safe recreational spaces, enhance community engagement, and foster environmental education. On the economic front, the development of green zones is expected to boost property values and reduce household energy costs.
“With this visionary step, Uttar Pradesh positions itself as a national leader in green urban transformation, aligned with India’s climate goals and global sustainability targets,” said an official from the Urban Development Department.
The new Urban Green Policy marks a significant leap in UP’s environmental governance and urban planning, setting a benchmark for other states to follow in the battle against climate change.
