NEW DELHI, July 31, 2025 — In a major development, US Director of National Intelligence Tulsi Gabbard has released firsthand whistleblower accounts detailing what she calls the “egregious manipulation and manufacturing of intelligence” during the Obama administration.
The focus of the revelations is the crafting of the January 2017 Intelligence Community Assessment (ICA), which alleged Russian interference in support of Donald Trump during the 2016 election.
“The whistleblower reveals how they were threatened by a supervisor to go along with the Obama-directed Russia hoax intelligence assessment, even though they knew it was not credible or accurate. The whistleblower refused,” Gabbard stated in an official release.
The whistleblower’s account, backed by internal records and newly declassified documents, alleges political pressure and suppression of dissent within the intelligence community, all aimed at sustaining a narrative of Trump-Russia collusion despite contradictory evidence.
Key Allegations from the Whistleblower include a senior intelligence officer saying that their supervisor pressured them to endorse the 2017 ICA findings that claimed Russia preferred Trump, threatening their career advancement if they did not comply. The whistleblower refused, citing lack of credible supporting evidence, and noted the intelligence was cherry-picked, relying heavily on open-source material and selective interpretations of Russian media.
The account claims the Obama administration directed the narrative and pushed senior officials like James Clapper and John Brennan to shape the intelligence for political purposes, even while privately discrediting the Steele Dossier.
The whistleblower also described how objections were repeatedly ignored despite being raised through multiple official channels over six years.
In her statement, Gabbard said: “Thank you to this courageous whistleblower, and others who are coming forward now, putting their own well-being on the line to defend our democratic republic, ensure the American people know the truth, and hold those responsible accountable.”
Gabbard emphasized that exposing politically motivated intelligence manipulation is critical for restoring trust and transparency in the US Intelligence Community. On assuming office, she created a direct line for IC whistleblower reports and has promised protections against retaliation.
The whistleblower’s disclosures reignite a long-standing and politically sensitive debate over the origins of the Trump-Russia probe. The 2017 ICA served as a foundation for FBI investigations, congressional inquiries, and years of media coverage alleging collusion between the Trump campaign and the Kremlin — claims that were later undermined by the Mueller Report and other assessments.
