PM Modi Vows ‘Significant & Stringent’ Punishment for Pahalgam Terror Attack Perpetrators, Promises Global Pursuit

New Delhi, April 24, 2025: In his first public statement after the Pahalgam terror attack, Prime Minister Narendra Modi on Thursday said that the “punishment will be significant and stringent”. Modi said that India will pursue the perpetrators of the Pahalgam attack to the “end of the earth”.

“Today, on the soil of Bihar, I say to the whole world, India will identify, trace and punish every terrorist and their backers. We will pursue them to the ends of the Earth,” Modi said, while addressing a public meeting in Madhubani in Bihar.

The Prime Minister presided over a meeting of the Cabinet Committee on Security (CCS) yesterday to decide on a five-pronged response against Pakistan. The decision to put the 1960 Indus Water Treaty in abeyance was the spotlight of the CCS meeting.

“India’s spirit will never be broken by terrorism. Terrorism will not go unpunished,” added Modi. He also added that “every effort will be made to make sure that justice is done”.

“The entire nation is one in this resolve. Everyone who believes in humanity is with us,” added Modi.

The Prime Minister also thanked “the people of various countries and their leaders who have stood with us…The punishment will be significant and stringent, which these terrorists would have never even thought about…”

Modi on Wednesday morning had held a brief meeting at the airport on his arrival from Saudi Arabia. He cut short his visit in the wake of the savage Pahalgam terror attack, which left 27 civilians dead.

A day after the Pahalgam terror attack, Union Minister for Defence Rajnath Singh said that the punitive action will unfold soon. Singh said that the action will not just target terrorists involved in Pahalgam attack but also their sponsors.

Speaking at the ‘Arjan Singh Memorial Lecture’ in New Delhi, Singh read out from a written slip to speak on the action plan of the government against perpetrators of the Pahalgam terror attack. Singh is the first minister from within the Narendra Modi-led government at the Centre to speak of response to the Pahalgam terror attack.

“India is such an old civilization and such a big country that it cannot be intimidated by any such terrorist activities. The people responsible for such acts will get a strong response in the near future,” Singh said while making a mention of the terror attack in Pahalgam.

Singh stated that “I would like to reiterate India’s firm resolve that we have a zero-tolerance policy against terrorism. Every citizen of India is united against this cowardly act.”

“From this platform, I assure the countrymen that in view of the incident, the Government of India will take every step that is necessary and appropriate,” asserted Singh. The Defence Minister made the remarks within hours of the Prime Minister holding a key meeting at the airport upon his arrival from Saudi Arabia.

“And we will not only reach out to those who have perpetrated this incident. We will also reach out to those who, sitting behind the scenes, have conspired to commit such nefarious acts on the soil of India,” Singh said.
