Tourists Face Uncertainty in Kashmir After Pahalgam Terror Attack; Union Minister Urges Full Refunds

New Delhi, April 23, 2025: Following the terror attack in Pahalgam that shook the Kashmir Valley, Union Minister for Culture and Tourism Gajendra Singh Shekhawat expressed deep concern over the safety and well-being of tourists in the region.
Addressing the growing anxiety among travellers, the Minister called on all stakeholders in the tourism industry to show empathy and flexibility.
“In light of yesterday’s tragic incident in Kashmir, many tourists are understandably anxious and reconsidering their travel plans,” said Shekhawat. Jammu and Kashmir Chief Minister Omar Abdullah also expressed his sorrow over the tourists leaving the valley.
“I’ve spoken to the concerned authorities and urged airlines, hotels, and tour operators to allow full refunds without hassle,” said Shekhawat.
The appeal comes as hundreds of tourists attempt to exit the Valley, with many stranded due to limited transportation options and disrupted road connectivity. Though the strategic NH-44 highway has been partially reopened for one-way traffic from Srinagar to Jammu, movement remains slow and strictly regulated due to ongoing road safety concerns and landslide-prone stretches.
Tourists in several parts of Kashmir, particularly in Srinagar, Pahalgam, and Gulmarg, reported difficulties in securing return flights and accommodations amid heightened demand and panic-driven cancellations.
Some also faced challenges getting timely information or assistance on transportation, with long queues forming outside travel booking counters and airline offices.
Adding to the woes, a region-wide Jammu & Kashmir Bandh observed in protest against the terror attack led to the closure of markets, tour offices, and local transport services, further complicating travel logistics for visitors.
The Jammu & Kashmir administration, under directions from Chief Minister Omar Abdullah, has activated emergency protocols to manage traffic on key routes and coordinate with central aviation authorities for extra flights. Relief efforts are also underway to assist those stranded.
Minister Shekhawat reiterated the central government’s commitment to ensuring the safety and support of all visitors in the region, stating, “We must ensure that no tourist suffers further distress. Compassion and cooperation from all service providers is critical at this time,” he said.
As the situation evolves, both Union and State authorities are working in tandem to restore confidence in the tourism sector while prioritizing public safety. Railways has also pressed into service a number of special trains from Jammu and Katra stations to take tourists to their respective destinations.
