Local youth to get priority in Bihar teacher appointments under new domicile rule; Opposition calls it a copy of their demand amid election heat

PATNA, August 4, 2025 — In a major pre-election announcement, Bihar Chief Minister Nitish Kumar declared the implementation of a domicile policy in the state’s teacher recruitment process, giving priority to local candidates. The decision, shared via a social media post on platform X, fulfills a long-standing demand to reserve teaching jobs for residents of Bihar.
“Since we assumed office in November 2005, we have been working continuously to strengthen the education system. A large number of teachers have been appointed to improve education delivery. I have directed the Education Department to amend the relevant rules to give preference to Bihar domiciles in teacher appointments,” wrote Kumar.
The domicile policy will come into effect starting with TRE-4 (Teacher Recruitment Exam), scheduled for 2025, followed by TRE-5 in 2026, for which the State Teacher Eligibility Test (STET) will be held beforehand.
This move is expected to directly benefit thousands of aspirants from Bihar who have long demanded priority in state government jobs, especially teaching positions. The new policy will deprioritize candidates from outside the state in favor of local applicants.
Reacting sharply to the announcement, RJD leader and former Deputy Chief Minister Tejashwi Yadav accused the NDA government of copying the Opposition’s ideas. “It is amusing to see a government that once arrogantly rejected the very idea of a domicile policy now mimicking our vision,” said Yadav.
The Opposition leader claimed that “this proves the NDA, which has been in power for 20 years, lacks original thinking, policies, or a roadmap for Bihar’s development.”
Yadav further said that from free electricity units and increased honorariums for workers to promises of government jobs and the formation of a Youth Commission, the ruling alliance has been hurriedly replicating Opposition announcements as the election year approaches. “The NDA is scared of our agenda. Let the Chief Minister tell the people how it feels to copy Opposition declarations,” Yadav said sarcastically.
With the Bihar Assembly elections approaching in 2025, Nitish Kumar’s move to enforce the domicile policy is being viewed as a strategic effort to regain political ground and counter the Opposition’s growing influence among youth voters.
Observers note that the competition over job promises and youth-centric policies is likely to dominate the narrative as Bihar gears up for another high-stakes electoral battle.
