New Delhi, September 18: Prime Minister Narendra Modi on Monday claimed that historic decisions will be taken by the new parliament building in the special session. His remark sent the Congress to hit the aggressive pitch to demand the passage of the women reservation bill – Constitution (108th Amendment) Bill.

The Union Cabinet will meet on Monday evening even while the top brass of the ruling Bharatiya Janata Party (BJP) was in a huddle with Union Minister for Home Affairs Amit Shah in the parliament building. Intense speculation was building on the likely “big decisions” in the next four days of the special session of parliament.

While allowing the members to spend the day to give farewell speeches for the old parliament building set the mood of the two Houses, Modi’s special mention of women MPs sent the observers on their toes to decode the import of the speech of the prime minister, who largely struck a conciliatory tone in his hour-long speech in the Lok Sabha.

Modi’s recall of India’s first Prime Minister Jawaharlal Nehru’s historic speech – “…at the stroke of the midnight…” – set the tone for the parliament to gear up for some big legislative action. Former Congress president Sonia Gandhi sought to seize the moment as she nudged the leader of her party in the House Adhir Ranjan Chowdhury to focus on women reservation bill.

Chowdhury stated in his speech that “the women reservation bill had been passed in the Rajya Sabha at the initiative of Madam Sonia Gandhi”. The bill is still alive, as legislative proposals passed by the Rajya Sabha but not acted upon by the Lok Sabha don’t lapse.

Later, former Congress president posted a long post on X, formerly Twitter, to make a case for his party’s pivotal role in pushing women reservation, first with a bill that ensured the quota in the local bodies and afterwards by piloting the Constitution (108th) Amendment Bill, 2008.   

The Rashtriya Swayam Sewak Sangh after its three days long coordination committee meeting in Pune with affiliates had given top highlight to promotion of women in all walks of life. The RSS statement is also fuelling the speculation on an impending move to push the women reservation bill.

The Opposition parties too are sensing that the government may bring the women reservation bill as they raised the demand for its passage in an all-party meeting on Sunday. While the BJP seeks to build a women-centric narrative ahead of the Lok Sabha elections, the Opposition, knowing that the bill if brought before the Lok Sabha would be passed easily, is seeking to deny electoral windfall to the ruling dispensation by associating with the quota legislation.
