As Y Khemchand takes charge, Manipur’s new government signals an internal BJP reset—one shaped by anti-Biren politics, factional rivalry, and ideological realignment

Guwahati, February 4, 2026 — The appointment of Manipur new chief minister Y Khemchand marks not merely a change of guard but a deeper churn within the Bharatiya Janata Party’s fractured state unit. In political circles, Khemchand is being widely described as an RSS nominee—an assertion that, while unofficial, reflects the perception of a decisive ideological hand shaping Manipur’s latest power transition.

Khemchand’s elevation was eventually presented as a consensus choice, but that consensus emerged only after intense lobbying by rival factions and pressure groups within the BJP. One factor that unmistakably worked in his favour was his staunchly anti–Biren Singh image. In a party desperate to move past the political baggage of prolonged instability, Khemchand symbolised distance from the former chief minister without the risks of an external import.

The backstory matters. In 2025, Manipur Assembly Speaker Thokchom Satyabrata Singh and Y Khemchand Singh had joined forces to engineer Biren Singh’s resignation and pave the way for President’s Rule. That alliance did not last. Khemchand ultimately outmanoeuvred the Speaker in the ensuing internal tussle, securing the top post for himself.

The Speaker’s dissatisfaction is now an open secret. What remains unclear is how—and when—that resentment may reshape the political chessboard. In Manipur, unresolved factional rivalries have a habit of resurfacing at the worst possible moment.

Meanwhile, Biren Singh is licking his wounds. There is quiet speculation that he may reopen channels with the Congress, a party he once belonged to and where he retains residual goodwill. His continued links with Meitei civil society organisations could yet make him a relevant—if disruptive—actor in the months ahead.

So who is Y Khemchand Singh? A two-time MLA from Singjamei, he belongs to the Meitei community and has built a reputation as an organisational insider rather than a mass leader. He rose to prominence in 2017 as Speaker of the Manipur Legislative Assembly, a post he held for a full five-year term. After the 2022 elections, he joined Biren Singh’s cabinet, handling key portfolios ranging from rural development and municipal administration to housing and education.

The composition of the new government—with deputies drawn from both the BJP and the NPF—suggests an attempt at ethnic and political balancing. Whether this arrangement delivers stability or merely postpones conflict will define Khemchand’s tenure.

For now, Manipur new chief minister Y Khemchand represents a controlled reset—carefully negotiated, ideologically palatable, and politically risky.
