Maharashtra’s Maritime Ambitions: Fadnavis Raises Port Stakes

Mumbai, December 11, 2025 — Maharashtra on Thursday made an ambitious statement to write a maritime script for the state. Maharashtra Chief Minister Devendra Fadnavis directed officials to speedily lay down the roadmap for Maharashtra to establish India’s largest shipyard, connect ports with rail links, and also revive the past maritime glory seen during the Maratha Rule.
“Chaired the review meeting regarding Port Development works in Nagpur today. Directed that the country’s largest shipyard be established in the State by 2026, with a detailed project report, clear timelines, financial planning and early land finalisation,” Fadnavis said in a statement after a key meeting in Nagpur on Thursday.
He directed integrated development of Jaigarh, Angre, Redi and Vijaydurg ports through a new Vaibhavwadi–Kolhapur railway line, with state support for timely completion. Incidentally, these were the ports which also doubled up as forts during the Maratha power in the region. The Marathas had built a strong network of ports and forts to expand military power in the country during the phase coinciding with the decline of the Mughal power in India.
Fadnavis said that he highlighted “MSRDC’s Vadhavan Port–Nashik highway and instructed structured development along its corridor.” He stressed on inclusive port-led growth, while urging upon officers to attract industries in port-adjacent areas. He suggested that a dedicated MIDC–Ports Department company be formed.
The Chief Minister also proposed a special planning authority for major ports, especially Vadhavan Port, to ensure development. He reviewed the Mumbai Water Metro project and directed a shift to fully electric boats over time, beginning with a hybrid phase.
“A world-class shipyard, enhanced port–rail connectivity, focused industrialisation and a sustainable Water Metro will position Maharashtra as a leader in maritime development,” added the Chief Minister.
