Haryana CEO Rebuts Rahul Gandhi ‘H File’ Claims

Chief Electoral Officer of Haryana claimed that no complaint had been filed against the electoral roll in the state last year.

Chandigarh, November 5, 2025 —The office of the Chief Electoral Officer (CEO), Haryana, has released detailed data on the conduct of the 2024 Assembly elections, refuting reports suggesting irregularities in the electoral process. The CEO’s statement outlines key procedural milestones, emphasizing transparency, timely publication of electoral rolls, and the absence of major complaints or appeals.
According to official data, draft electoral rolls were published on August 2, 2024, and shared with all recognized political parties. A total of 4,16,408 claims and objections were received during the Summary Revision period, handled by 20,629 Booth Level Officers (BLOs).
“The final rolls were published on August 27, 2024, and finalized on September 16, 2024, after due process,” said the Haryana CEO in a post on X, which was released soon after leader of the Opposition in the Lok Sabha Rahul Gandhi concluded his press conference.
Gandhi made a stunning claim on Wednesday — 22 fake votes were cast in Haryana elections with voter cards issued in the name of a Brazilian model. Gandhi alleged that “25 lakh fake votes in Haryana stole the mandate from the Congress.”
Addressing a press conference, Gandhi in a power-point presentation alleged that 22 fake voter cards were issued in the name of a Brazilian model, and all the votes were cast. “This model had 22 votes with names like Seema, Sweety and Saraswati,” alleged Gandhi.
The Congress leader also asserted that “we have crystal clear proof that 25 lakh voters in Haryana are fake.” “They either don’t exist or they are duplicate or are designed in a way for anybody to vote,” alleged the leader of the Opposition.
The CEO’s report confirmed that no appeals were filed against Electoral Registration Officers (EROs) or District Magistrates regarding electoral rolls.
“The state had 20,632 polling stations and 1,031 candidates contesting the elections. A total of 86,790 polling agents and 10,180 counting agents were appointed by candidates, underscoring extensive participation and oversight,” added the Haryana CEO.
During counting, only five complaints or objections were received by Returning Officers (ROs), all of which were addressed promptly. The results were officially declared on October 8, 2024.
Further, the CEO noted that 23 election petitions have been filed challenging the results, which are being handled through due legal procedure.
