Govt Orders 10% Cut in IndiGo Operations and Full Refunds

Fliers complain that IndiGo charged convenience charges while baggage return bogs down the airline.

New Delhi, December 9, 2025 — The government on Tuesday asked IndiGo to cut down operations by 10 percent to normalise the situations disrupted in recent days. The IndiGo executives told the government that the refund for cancelled flights is being done expeditiously.
“During the last week, many passengers faced severe inconvenience due to Indigo’s internal mismanagement of crew rosters, flight schedules and inadequate communication. While the enquiry and necessary actions are underway, another meeting with Indigo’s top management was held to review the stabilization measures,” said Union Minister for Civil Aviation Ram Mohan Naidu on Tuesday after the review meeting.
He stated that IndiGo CEO Pieter Elbers was summoned to the Ministry to provide an update. “He confirmed that 100% of the refunds for flights affected till 6th December have been completed. A strict instruction to expedite the completion of the remaining refunds and baggage handover was given,” added Naidu.
Fliers on social media continue to complain that the troubled airlines charged the full fare even for cancelled flights. They allege that they have not been refunded. Some even claim that convenience charges have been charged to them even while they had to cancel tickets on instructions of IndiGo. A large number of fliers have complained that they have not got their baggage.
“The Ministry considers it necessary to curtail the overall Indigo routes, which will help in stabilizing the airline’s operations and lead to reduced cancellations. A curtailment of 10% has been ordered,” added Naidu.
He also stated that “Indigo will continue to cover all its destinations as before. Indigo has been instructed to comply with all the directives of the Ministry, including fare capping and passenger convenience measures without any exception.”
