Federal Workers to Receive Back Pay Soon After Shutdown Ends

Franco blames Democrats for delay, notes shutdown’s prolonged impact on paycheck-to-paycheck employees.

New Delhi, November 13, 2025 — Republican strategist Adolfo Franco told Al Arabiya English that federal employees returning to work after the prolonged government shutdown will receive their pending salaries immediately, even as many remain financially strained after missing two paychecks.
“So now we’ll see the federal workers—they’re set to return to their offices. Many are still out of pocket,” Franco said, adding that while the back pay is processed immediately upon reopening, “this is longer than any other shutdown,” leaving a deeper impact on workers who rely on regular income.
Franco, who has served in multiple federal roles, recalled experiencing around nine shutdowns during his career. “All this money is paid immediately upon return,” he said, emphasizing that the payment mechanism is automatic once government operations resume.
He attributed the extended shutdown to partisan gridlock, arguing that Democrats could have accepted the same deal earlier. “This same deal we just agreed to yesterday could have been agreed to 40 days ago because there was a Republican proposal. So if they’re angry at anyone, they should be angry at Democrats,” Franco said.
Highlighting the regional political stakes, Franco pointed to Senator Tim Kaine of Virginia—whom he described as “a very liberal senator”—for voting to reopen the government, noting that “about a million people in Virginia” are federal workers affected by the shutdown. “That tells you how concerned he was about continued delay,” Franco added.
