New Delhi, December 31: The last day of 2023 has brought a fresh batch of hints that the Gaza War may be in the last leg. Report claims that a multilateral breakthrough is being scrutinized for details by the Hamas leadership, which will essentially mean that Gaza will be administered by a non-political entity.

Al Majalla, an Arabian newspaper, has quoted sources to reveal that the Hamas leadership is studying the details of the solution ropadmap to end the Gaza War. The daily has said that Egypt has shared the document with the Hamas leadership. The report claims that the way out of the Gaza War will be in phases durinh which prisoners, Israelis and Palestinians, will be released to eventually set the stage for the Hamas to cease its military operations.

The report has come amid claims in financial dailies of massive drains on the resources of both the US and Israel to fund the war against the Hamas. A financial daily Calcalist has claimed in a report that the Gaza War would cost Israel $50 billion in another 10 months. The Economist in a report has said that Israel has already spent $16 billion on the war in the aftermath of the October 7 Hamas attacks.

Al Majalla stated in the report that “the leadership of the Hamas and Islamic Jihad” are examining a document shared with them by Egypt with proposals to end the Gaza War. The daily said that the proposal envisages “the establishment of a neutral, technocratically-led government”. This entity will administer the Gaza Strip and the West Bank. The Hamas will have to give up Gaza in lieu of a permanent ceasefire. Further, the Arabian daily stated that the document has been prepared with multilateral negotiations also involving the US and Qatar (the Hamas leadership is based out of the country) besides Egypt.

It may be noted that Egypt is wary of the prolonged Gaza War which may put pressure on the country to admit the fleeing population from the strip. The daily stated that the document has been worked out by “Major General Abbas Kamel, the Director of Egyptian Intelligence; William Burns, the Director of the US Central Intelligence Agency; and representatives from both Qatar and Israel”.

The report also claims that the US, Qatar and Egypt will oversee the formation of a technocratic government in both the Gaza strip and the West Bank. This is in line with the Israel’s stated position that its war in Gaza is aimed at the elimination of the Hamas rule in the strip.

The Arabian daily also stated that the US, Qatar and Egypt will oversee that each condition in the three phases is fulfilled – beginning with exchange of civilian prisoners, the women military incarcerated personnel, and lastly the soldiers from both the sides. The phase three, as per the Arabian daily, will see cessation of the Israeli air strikes as well as military operations in Gaza.
