Centre Proclaims President’s Rule in Manipur After CM Resignation

New Delhi, February 13: President Droupadi Murmu on Thursday dissolved the Manipur government under Article 356. In a notification, President said that she was convinced that the affairs of the state government cannot be run in accordance with the provisions of the Constitution.
Proclamation of President’s Rule came two days after the Manipur Assembly breached the six-month gap between two sessions. Governor Ajay Bhalla had cancelled the scheduled session of Manipur Assembly this week. Manipur Chief Minister N. Biren Singh had resigned after his visit to New Delhi.
The Opposition for months had been demanding imposition of President’s Rule. The Bharatiya Janata Party (BJP)-led Centre has dismissed own government for the first occasion with Prime Minister Narendra Modi at the helm.
Earlier, President’s Rule had been imposed in Jammu and Kashmir by the Centre with Modi at the helm. The BJP opted out of a replacement of Singh to avoid political bickering in Manipur, sources said.
Singh also favoured imposition of the President’s Rule in Manipur, sources said. Manipur erupted with ethnic violence on May 3, 2023 after a High Court on inclusion of Meitei tribe within the ambit of reservation.
The fast-pace development in Manipur also came within weeks of appointment of former Union Home Secretary Ajay Bhalla as the state Governor. Sources said that the central command of the security forces had been advocated in deliberations with the Centre.
Sources said that the BJP explored the scope of finding a replacement of Singh as the Chief Minister of Manipur. However, they added, it was concluded that President’s Rule would be the best option in the state.

Security experts had been warning of the spillover effects of the Manipur violence. Reports said that more than 250 people had been killed in the state since the eruption of ethnic violence. Also, thousands of the people have been displaced in the state.
“The political space in Manipur for truce amid ethnic violence had shrunken. There appears no political face who could command trust of both the Meitei and the Kuki-Zo tribes in Manipur currently,” said a political observer from the Northeast.
Singh in his resignation letter had urged upon the Centre to carry on with actions against illegal immigrants, trafficking of drugs, intense border management, and deportation of the illegal immigrants.
