BRICS Condemns Pahalgam Terror Attack, Calls for Action Against UN-Designated Terrorists

NEW DELHI, July 6, 2025 – The 17th BRICS Summit in Rio de Janeiro issued a strong and unequivocal condemnation of the April 22 terror attack in Pahalgam, Jammu & Kashmir, aligning closely with the position taken earlier by the Quad Foreign Ministers and further reinforcing India’s global campaign against cross-border terrorism.

In a powerful declaration, the five-nation bloc — Brazil, Russia, India, China, and South Africa — said: “We condemn in the strongest terms the terrorist attack in Jammu and Kashmir… during which 26 people were killed and many more injured.”

The Rio Declaration emphasized zero tolerance for terrorism, rejected double standards, and demanded that all those involved in terrorist acts and their supporters be brought to justice, without linking terrorism to any religion, nationality or ethnicity.

India Turns Up Heat on Pakistan-China Axis

India’s diplomatic corps is expected to leverage the BRICS consensus to intensify pressure on both Pakistan and China, especially over Beijing’s repeated obstruction of India-backed proposals at the UN Security Council to list Pakistan-based terrorists — including those affiliated with Jaish-e-Mohammed and Lashkar-e-Taiba — as global terrorists under UN sanctions.

Senior Indian officials, speaking anonymously, told TRH News that China’s endorsement of the BRICS statement marks a diplomatic gain for New Delhi, considering that Beijing in the past used technical holds to shield Pakistan-based terror operatives from global censure.

“The statement’s direct reference to UN-designated terrorists and emphasis on accountability is a strong diplomatic win for India. It exposes the double speak of countries that block such listings even after deadly attacks like Pahalgam,” a senior Indian official said.

BRICS Echoes India’s Line on Cross-Border Terror

The declaration reaffirmed the bloc’s resolve to combat terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing, and safe havens — echoing India’s long-standing concerns over Pakistan’s role in exporting terror across borders.

The BRICS statement also:

  • Welcomed the work of the BRICS Counter-Terrorism Working Group (CTWG) and its five subgroups.
  • Called for the early adoption of the Comprehensive Convention on International Terrorism (CCIT) at the UN.
  • Stressed state responsibility in preventing terror and ensuring compliance with international law, including human rights and refugee protections.

India Rides BRICS Momentum in Global Forums

Indian diplomatic sources confirmed that the Ministry of External Affairs (MEA) will now use the BRICS consensus to strengthen its push in UN forums and bilateral dialogues to isolate state sponsors of terror. With the Quad, G20, and now BRICS echoing India’s calls, New Delhi is working to unify global consensus on accountability and sanctions.

Backdrop: Pahalgam Attack

On April 22, heavily armed militants selectively killed 26 Hindu tourists in Pahalgam at a picturesque meadow, one of the deadliest attacks in recent years. India has blamed Pakistan-based terror outfits, and the attack drew widespread international condemnation, including from the Quad, European Union, and OIC member states.

A Test for China’s Commitments

The BRICS statement now puts the spotlight back on China, as analysts say Beijing must show consistency by ending its selective blocking of terror designations at the UN — particularly if it wants BRICS to retain credibility on counter-terrorism cooperation.

“If China is serious about the BRICS declaration, it cannot continue shielding terrorists at the UN just because they operate from a friendly country,” said a former Indian envoy to the UN.

As India prepares to host the BRICS Counter-Terrorism subgroup meet later this year, New Delhi is expected to further integrate intelligence sharing, capacity-building, and joint investigations into the bloc’s counter-terror framework — aiming for not just strong words, but actionable outcomes.
