Bihar Cabinet Approves Youth Internships, Pensions for Artists, and Major Welfare Measures

PATNA, July 2, 2025 – In a push towards youth empowerment and cultural preservation, the Bihar government on Wednesday approved a host of ambitious welfare schemes, including the “Mukhya Mantri Pratigya Yojana” aimed at providing financial support to young people undergoing internships. The scheme came ahead of the Bihar Assembly elections, slated in November this year.
The scheme will offer monthly stipends ranging from ₹4,000 to ₹6,000 to youth aged 18 to 28 undertaking internships, depending on their academic qualification. Additionally, those interning outside their home district or state will receive an extra ₹2,000 to ₹5,000 per month as livelihood support for up to three months.
Internship Incentives Based on Qualification:
- Class 12 pass: ₹4,000/month
- ITI/Diploma holders: ₹5,000/month
- Graduates/Postgraduates: ₹6,000/month
- Additional Support: ₹2,000 (outside district), ₹5,000 (outside state)
The scheme will cover 5,000 beneficiaries in the current fiscal year (2025–26), with plans to scale up to 1 lakh youths over five years. A task force headed by the Development Commissioner, including industry stakeholders like CII and FICCI, will oversee implementation.
₹3,000 Monthly Pension for Artists
The cabinet also cleared the “Mukhya Mantri Kalakar Pension Yojana”, under which veteran artists aged 50 and above, with over 10 years of contribution to traditional performing or visual arts, will receive a monthly pension of ₹3,000. Eligibility includes an annual income below ₹1.2 lakh, with ₹1 crore sanctioned for this fiscal.
Promoting Endangered Arts: Guru-Shishya Yojana
The state will launch the “Mukhya Mantri Guru-Shishya Parampara Yojana” to preserve rare and endangered art forms through two-year training programs. Under the scheme:
- Gurus (teachers) will receive ₹15,000/month
- Musicians: ₹7,500/month
- Pupils: ₹3,000/month
- Budget sanctioned: ₹1.11 crore for FY 2025–26
Infrastructure Boost: Medical College & Tourism
The cabinet also approved land transfers for key infrastructure projects:
- 20.60 acres to the Health Department for a government medical college at Rampur Kodarkatti (Araria district)
- 40.25 acres to the Tourism Department for developing Simaria Ghat in Begusarai
Reforms in Factory Rules: Women in Hazardous Jobs
The Bihar Factory Rules, 1950 have been amended to allow women—excluding pregnant and lactating mothers—to work in hazardous factories, expanding job opportunities in industrial sectors.
Medical Aid for Elected Representatives
The cabinet extended “Mukhya Mantri Chikitsa Sahayta Kosh” benefits to elected representatives of Panchayati Raj Institutions and Gram Kutchery. Financial aid will now be available for 16 medical conditions, including:
- Cancer: ₹80,000–₹1.2 lakh
- Heart ailments: ₹60,000–₹1.8 lakh
- Brain surgery: ₹3 lakh
- Kidney transplant: ₹3 lakh
- Eye surgery: ₹20,000–₹40,000
- Spinal surgery: ₹1.8 lakh
Boost to Industrial Growth
To catalyze industrial development, the cabinet approved amendments to the Bihar Building Bylaws 2014, revising FAR (Floor Area Ratio) and setback requirements in areas governed by the Bihar Industrial Development Authority.
Retirement Benefits for Judges
Under the newly approved “Retired Chief Justices and Judges Domestic Help(s) Rule and Other Benefits Rules, 2025”, retired high court and Supreme Court judges will be eligible for:
- ₹55,000/month for domestic help and drivers
- ₹60,000/month for Chief Justices and judges elevated to the Supreme Court
- ₹15,000/month for communication and secretarial services
Ecological Investment: Gokul Reservoir
A sum of ₹32.48 crore was sanctioned for the Integrated Management Plan of Gokul Reservoir in Bhojpur district, to be developed by 2028–29 under a 60:40 centrally sponsored scheme.
