SC Hears PIL on Homeless; ‘3 Lakh Without Shelter in Delhi’

New Delhi, February 12: Are we not creating a class of parasites, asked Justice Bhushan Ramkrishna Gavai in the Supreme Court while hearing a public interest litigation (PIL).
Justice Gavai also wondered, “Because of freebies, when elections are declared…people are not willing to work. They are getting free rations without doing any work”.
The Supreme Court Judge was hearing the PIL filed by noted lawyer Prashant Bhushan on homeless. Bhushan argued before the apex court that the state governments are not creating enough shelters for the homeless people.
Bhushan argued before the SC Bench, saying that there are three lakh homeless people in Delhi alone. He also argued that the shelter homes created by the Delhi government are in such conditions that the homeless don’t stay there.
“The homeless people spent nights under the sky in extreme cold conditions,” claimed Bhushan. Delhi Urban Shelter Board (DUSB) is mandated for the upkeep of the shelter homes in the national capital.
Live Law quoted Justice Gavai, saying: “Would it not be better to make them part of mainstream society so that they can contribute to nation?” The legal news portal quoted Bhushan, replying “the minimum that needs to be done is provide shelters”.
Petitioner gave details of the conditions of the shelter homes in the national capital. “DUSIB has 197 shelter homes with capacity of 17000. In last four years, only 5500 had been the maximum occupancy in all shelter homes,” said petitioner in the apex court.

On freebies, a petitioner brought the subsidies given to the corporate. He asked if “compassion is only for the corporate”. Justice Gavai asked the petitioner to not make political speech in the court per Live Law.
The CPI (ML) central politburo member Clifton D’ Rozario described the parasite remark of Justice Gavai “most unacceptable”. “If anything, it’s the corporates who are parasites, investing people’s money kept in the banks which is doled out as ‘loans’ to them, receiving land, electricity, water and other facilities at throwaway prices and thriving on the profits off workers labour,” said D’ Rozario in a post on X.
Political experts state that the politics of freebies has now become a new normal. The promise for direct benefit transfer (DBT) for women in Assembly elections in Delhi, Maharashtra, Jharkhand, and Haryana have been credited for victory of political parties.
