India Slams Pakistan’s Role in Global Terrorism, Calls It ‘Dangerous

New Delhi, April 30, 2025 — The Government of India has strongly condemned Pakistan’s decades-long role in nurturing, financing, and exporting terrorism across the region and beyond, calling it one of the “most dangerous and destabilizing forces in the world”.
In a detailed statement, New Delhi outlined a sweeping indictment of Pakistan’s involvement in terror activities from South Asia to Europe, exposing a web of state-sanctioned militancy and extremist indoctrination.
Citing confessions by top Pakistani leaders, including former prime ministers and military officials, India emphasized that terror networks like Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), and the Haqqani Network have flourished with active backing from Pakistan’s Inter-Services Intelligence (ISI) and the military establishment.
“Pakistan’s soil has been used repeatedly to launch cross-border terror attacks, destabilize neighboring countries, and provide sanctuary to global terrorists,” the government statement said, referencing past admissions by former Prime Minister Nawaz Sharif and General Pervez Musharraf on Pakistan’s complicity in attacks like the 2008 Mumbai siege and ongoing militancy in Kashmir.
Pakistan’s Terror Footprint: A Global Crisis
The government note enumerated instances of Pakistan-backed terrorism extending far beyond India’s borders:
- Afghanistan: The ISI has long been accused of aiding the Taliban and the Haqqani Network, both responsible for numerous attacks on Afghan civilians and diplomatic missions, including the 2008 Indian Embassy bombing in Kabul and the 2011 U.S. Embassy attack.
- Russia: A Pakistan link emerged in the ongoing investigation into the 2024 Moscow concert hall attack. Russian authorities are probing alleged connections to Pakistani terror networks.
- Iran: Iran has consistently accused Islamabad of harbouring Sunni militant groups like Jaish ul-Adl. In January 2024, Iran launched missile strikes into Pakistan’s Balochistan region, targeting what it called terrorist sanctuaries.
- United Kingdom: Three of the four perpetrators of the 2005 London bombings received training in Pakistan, underscoring its role in global jihadist indoctrination.
- Bangladesh: Pakistan’s ISI has been linked to the 2016 Gulshan café attack through Jamaat-ul-Mujahideen Bangladesh (JMB), and intelligence reports suggest ongoing efforts to radicalize and arm Rohingya refugees in Bangladesh.
- Bin Laden’s Safe Haven: The 2011 U.S. operation that killed Osama bin Laden in Abbottabad, near a major Pakistani military facility, raised suspicions of high-level collusion.
Terror Training Infrastructure and Military Nexus
The Indian government further detailed the extensive terror infrastructure within Pakistan, citing training camps in Punjab, Khyber Pakhtunkhwa, Waziristan, and Pakistan-occupied Kashmir. These camps, reportedly run by groups like LeT, JeM, and ISIS-Khorasan, operate with the support of retired Pakistani military personnel, providing recruits with arms training and radicalization indoctrination.
A 2019 report by the U.S. State Department labeled Pakistan a “safe haven” for regionally focused terrorist groups.
Similarly, the European Foundation for South Asian Studies (EFSAS) outlined a nexus between Pakistan’s military, ISI, and religious extremist groups.
In one striking revelation, Brigadier Shah, a former Pakistani Army officer, admitted on national television that Pakistan spent millions to support Jamaat-ud-Dawa (JuD), the charitable front of LeT.
International Condemnation and Regional Implications
India’s statement comes amid growing international scrutiny of Pakistan’s role in global terrorism, especially as Islamabad continues to deny any official involvement.
New Delhi has reiterated calls for the global community to hold Pakistan accountable for using terror as a state policy and urged international bodies to take firm action against Islamabad’s support of militant proxies.
“Behind Pakistan’s denials lies a deeply embedded military-intelligence infrastructure that has turned its strategic calculus into a breeding ground for terrorism,” the Indian statement concluded.
